The Standing Policy Committee on Finance and Economic Development will meet today at 9:30 am. On the agenda is an update on the North Garage Replacement Project, a major $200.1-million initiative led by Winnipeg Transit. The project, which is on schedule and 55% complete, will replace the deteriorating North Garage at 1520 Main Street with a new 39,500 m² energy-efficient facility designed to house up to 265 buses, including future zero-emission vehicles. Construction, awarded to PCL Constructors Canada Inc. in July 2025, began in August following Council approval. To remain within budget, elements such as site paving and additional wash racks were deferred. The project is jointly funded by the City of Winnipeg, Province of Manitoba, and Government of Canada through the Investing in Canada Infrastructure Program.

Also on the agenda is a request from the Public Works Department to exceed its 2025 operating budget by just over $7 million to cover potential snow-clearing and maintenance costs if severe winter weather occurs later this year. Most of the requested funds would go toward snow and ice control in the final quarter, partly offset by savings from milder-than-expected conditions earlier in the year. The department also anticipates overages in city beautification and roadway maintenance and proposes using salary savings to offset these costs. The request would shift the department from a modest surplus to a potential deficit, with the City’s Financial Stabilization Reserve available to cover any shortfall. Historical spending on snow and ice control has varied widely, highlighting the unpredictability of winter costs. If approved, the increase would represent about 1.9% of the department’s $365-million annual operating budget.

The Executive Policy Committee will hold a special meeting on Friday at 2:00 pm. The main item on the agenda is the Preliminary 2026 Budget Update, which will then be forwarded to several Committees and Boards for review before Council formally deliberates on December 17th. Budget documentation will be made available at the November 14th meeting. We’ll be keeping a close eye on this!

Downtown Winnipeg business groups are raising concerns about the City’s new parking strategy, which aims to modernize curb space management. The Exchange District BIZ and Downtown Winnipeg BIZ praised the creation of a comprehensive plan but criticized recent changes, including a pilot project extending paid on-street parking from two to three hours near Red River College Polytechnic and the Centennial Concert Hall. They argue the extension reduces turnover and could encourage employees to occupy spots all day, undermining the goals of paid parking. Both groups also oppose potential evening paid parking, noting downtown businesses compete with areas offering free parking. The City will review data from the pilot over the next year before recommending broader implementation, and Council approval is still required.

The plan focuses on three goals: boosting competitiveness, elevating Winnipeg’s global profile, and promoting inclusive growth through collaboration with government, Indigenous groups, businesses, and communities. Key initiatives from 2026 to 2028 include an investment readiness program, a destination development plan for tourism, refreshed marketing, support for urban reserve development, and expanded international outreach. The strategy emphasizes reconciliation and the inclusion of Indigenous voices in economic growth and urban development. It sets ambitious targets of $3.4 billion in GDP impact, $1.25 billion in new investment, and 11,000 new jobs by 2030. City and provincial leaders have expressed support, highlighting the plan’s role in strengthening neighborhoods, businesses, and overall prosperity.
