Winnipeg Minute: Towing Contracts, Budget Overages, and Remembrance Day Ceremonies

This Week In Winnipeg:

  • There are no meetings at City Hall today, as it is Remembrance Day. There are however, several Remembrance Day ceremonies taking place across Winnipeg. Oak Park High School will host an event starting at 10:00 am, with a reception following at the Charleswood Legion. The Royal Winnipeg Rifles ceremony will be held at Vimy Ridge Memorial Park from 10:30 am to 11:40 am. Minto Armoury’s ceremony will run from 10:30 am to 11:30 am, with doors opening at 9:00 am.   • The Standing Policy Committee on Finance and Economic Development will meet at 9:30 am on Tuesday. The Committee will discuss an Over-Expenditure Authorization for the Public Works Department (More on that below!), as well as the South Winnipeg Recreation Campus Quarterly Project Status Report, among other items. The Governance Committee of Council will also meet on Tuesday - they will convene at 1:00 pm to discuss Council Motion naming standards, Community Committees, and refreshments and free parking for the public during Council and committee meetings. On Wednesday, at 9:30 am, the Executive Policy Committee will meet, and on Friday, various Community Committee meetings will take place, including the East Kildonan-Transcona Community Committee and the Riel Community Committee.

  • Portage Avenue East at Main Street in Winnipeg will be closed to traffic in both directions starting November 12th for a week as part of preparations for pre-construction work on traffic signals. This closure is part of the City's ongoing efforts to make the intersection more pedestrian-friendly, following a Council decision in March to open it to foot traffic. While the street will remain closed, part of the roadway will open to allow for the Santa Claus Parade on November 16th. Access to local businesses, including the Fairmont Hotel, will be maintained via Lombard Street.

 


 

Last Week In Winnipeg:

  • Projections suggested that Winnipeg's Fire Paramedic Service will exceed its 2024 budget by $12.8 million, largely due to a significant increase in staff absences and overtime costs. The department has been struggling with high call volumes and a staffing shortage, leading to burnout and injuries among firefighters. Over $7 million of the budget overrun is attributed to overtime expenses. City officials are hopeful that recent agreements to hire more firefighters and changes to policies on vacant buildings will alleviate the pressure, but Mayor Scott Gillingham emphasized the need for more revenue to meet the growing demand.

  • It was also revealed that the Public Works Department is facing a significant budget overrun. They've requested $13.1 million to cover costs up to June 30th and another $9.9 million to cover costs through to the end of the year. The huge overrun is largely due to snow and ice clearing, along with additional costs for city beautification and pothole patching.

  • The owner of Bison Towing raised concerns over the vagueness of Winnipeg's contract bid process after his low bid of $14.70 per tow was rejected. The contract involved towing police vehicles as well as seized vehicles linked to crime, which can result in significant impound fees. The business owner argues that these fees are the real value of the contract, potentially adding millions of dollars to the total deal. However, he claims that the bid opportunity was unclear about several details and that it was potentially structured to favour specific industry players. Deputy Mayor Janice Lukes was alarmed by the lack of transparency, and has called for an external investigation and more clarity in future bid opportunities. The City acknowledged inconsistencies in towing contracts and announced that the contract will be re-tendered with clearer terms.
